01. Xinjiang: implementation of the new penalty discretion benchmark

Recently, the Department of transportation of the Xinjiang Uygur Autonomous Region announced the newly revised "Xinjiang Uygur Autonomous Region transportation administrative punishment discretion benchmark" (hereinafter referred to as the "benchmark") through its official website. This newly revised "benchmark" will be officially implemented from August 1.

The newly revised "benchmark" clarifies a total of 176 illegal acts, including 66 highway construction matters, 15 safety production matters, 3 highway operation matters, 73 road transportation matters and 19 highway administration matters.

It is worth noting that, compared with the previous discretion benchmark of transportation administrative punishment, many contents of the newly revised benchmark have changed, especially in order to identify the types of violations more accurately, the sub items of the types of violations have been added. In the setting of discretion standards, ensure that the facts and circumstances of illegal acts are equivalent to the degree of social harm. For the illegal act of the party whose illegal circumstances are minor and do not cause harmful results, according to the larger punishment range stipulated by laws and regulations, 1-5 levels of different types of illegal degrees such as minor, general, heavy, serious and especially serious are set, and 34 items of exemption from punishment are added for the first time, further standardizing the discretion benchmark of administrative punishment.

02. Shunyi, Beijing: rectify illegal acts such as licensing of large trucks

In recent days, the traffic detachment of Shunyi branch of the Municipal Public Security Bureau has organized forces such as the urban squadron to focus on combating road traffic violations and reducing road traffic accidents, adhere to the problem orientation, and set up 10 comprehensive inspection posts in the region, focusing on investigating and dealing with traffic violations such as truck overload, overloading, breaking the ban, and licensing.

03. Hebei: 25 sections carry out differentiated charging in high temperature days

Hebei decided to carry out the pilot work of differentiated toll collection of Expressway in high temperature weather in the whole province from July 25 to August 31.

The notice points out that for class 1-6 trucks (including special operation vehicles) passing through 25 expressways such as Xingtai section of Xingheng Expressway in Hebei Province, Beijing Hebei boundary Chengde section of Beijing Chengde expressway, Beijing Zhangjiakou Expressway and Xingtai section of Taihang Mountain Expressway, a 5% discount on the basis of the current truck differentiated charging policy, toll reduction policy and etc preferential policy in Hebei Province will be given from 20:00 to 06:00 the next day.

04. Ezhou: renovate the "black smoke car"

In order to strengthen the prevention and control of motor vehicle exhaust pollution and effectively improve the ambient air quality of our city, it is decided to carry out road inspection, road inspection, household inspection, remote sensing monitoring and electronic capture law enforcement of black smoke vehicles. Relevant matters are hereby notified as follows:

From August 1, 2022, fixed remote sensing monitoring and electronic capture of black smoke vehicles will be carried out 24 hours a day. The law enforcement department will carry out mobile remote sensing monitoring, road inspection and household inspection in the administrative area of Ezhou from time to time. The inspected objects include all diesel vehicles driving in the administrative area of Ezhou. 05. Chengdu: some trucks take traffic management measures

Notice on traffic management measures for some trucks in 2022 (valid from August 1, 2022 to December 31, 2022):

1、 Trucks with national III and below emission standards are forbidden to drive into the area within Chengdu Ring Expressway (g4202, excluded) 24 hours a day.

2、 Sanitation vehicles and concrete transport vehicles with national IV and below emission standards are forbidden to drive into the area within the Chengdu Ring Expressway (g4202, included) 24 hours a day.

3、 Trucks with large number plates are forbidden to drive into Chengdu Ring Expressway (g4202) through toll stations and interchanges from 7:00 to 19:30 every day.

4、 Foreign trucks, From 7:00 to 21:00 every day, it is forbidden to drive on all roads within the Chengdu belt Expressway (g4202, excluded) and in the outer area of the South high tech Zone [the south of Chengdu belt Expressway (g4202, excluded), Jiannan Avenue (included), Tianfu Fifth Street (included), the middle section of Tianfu Avenue (included), Tianhua Second Road (included), shijicheng South Road (included), shijicheng Road (included), shijicheng East Road (included), Kehua South Road (included)].

5、 Sichuan A and Sichuan g trucks are prohibited from driving on the regional roads between the Third Ring Road (included) and Chengdu Ring Expressway (g4202, excluded) from 7:00 to 9:00 and 17:00 to 19:30 every day.

6、 Trucks of Sichuan A and Sichuan G are prohibited from driving on all roads within the Third Ring Road (excluded) and the South high tech Zone (the enclosed area of the Third Ring Road (excluded), Jiannan Avenue (included), Tianfu Fifth Street (included), the middle section of Tianfu Avenue (included), Tianhua Second Road (included), shijicheng South Road (included), shijicheng Road (included), shijicheng East Road (included), and Kehua South Road (included)).

7、 The following vehicles are not restricted

（1） Trucks with new energy vehicle license plates.

（2） Military vehicles, police vehicles, fire engines, engineering rescue vehicles and special vehicles for China Post.

8、 Pass the vehicle with the truck electronic pass code

Fuel and gas trucks that really need to pass in the forbidden area are allowed to pass in the forbidden area according to the regulations after handling the corresponding types of truck electronic pass codes in accordance with the management measures of Chengdu truck electronic pass codes in 2022 (see the annex for the specific management measures).

06. Dongguan: expand the no go zone for diesel trucks with national third emission

3、 Supplementary Provisions

（1） The expressways, national highways, provincial highways and county roads in the newly added prohibited areas are not subject to the restrictions.

（2） Special vehicles such as military police, fire fighting, rescue and engineering rescue that perform emergency tasks are not restricted.

（3） This Circular shall come into force from August 1st, 2022 and shall be valid until September 30th, 2025. Those who violate this Circular shall be punished by the traffic management department of the public security organ according to law.

07. Nanning: some sections of Zhuangjin Avenue will be closed for construction

On July 24, Nanning traffic police issued a notice that phased traffic restriction measures will be implemented for the overpass crossing Nanfang Railway on Zhuangjin Avenue:

1、 Construction of auxiliary road crossing Nanfang railway overpass on Zhuangjin Avenue:

1. From August 25, 2022 to 24:00 on October 25, 2022, the construction of closed auxiliary roads will be carried out on the East and West roads of the overpass crossing Nanfang Railway on Zhuangjin Avenue, with three lanes reserved respectively, one for pedestrians and non motor vehicles, and two for motor vehicles.

2. During the construction period, the vehicles of units, communities and society along the line can arrive through the overpass of Nanfang Railway on Zhuangjin Avenue; Non motor vehicles, pedestrians, and surrounding commercial and residential households can pass normally.

2、 Construction of main lane of Nanfang railway overpass on Zhuangjin Avenue:

1. From October 26, 2022 to 24:00 on December 25, 2022 (daily closure construction time 23:00-06:00), one motor vehicle lane will be closed in the East and west main lanes of the overpass crossing Nanfang Railway on Zhuangjin Avenue, and two motor vehicle lanes and one auxiliary road will be reserved for pedestrians, non motor vehicles and motor vehicles. During non construction time (06:00-23:00 every day), the road is not closed, and pedestrians and vehicles can pass normally.

2. During the construction period (daily closed construction time 23:00-06:00), units, communities and social vehicles along the line can arrive through the overpass of Nanfang Railway on Zhuangjin Avenue; Non motor vehicles, pedestrians, and surrounding commercial and residential households can pass normally.

08. Sanya: adjust the time of truck limit in the main urban area

In order to ensure the safety and smoothness of road traffic and reduce the risk of road traffic accidents, according to relevant regulations and in combination with the actual situation of Sanya, Sanya will readjust the travel restriction time and vehicle types from August 1 on the basis of the original restrictions on motorcycles and freight vehicles. In case of violation of the traffic restriction, the motor vehicle driver shall be fined 100 yuan and the driver's license shall be recorded with 1 point, and other traffic violations shall be punished together.

Sanyawan Road (Haihong road crossing to Yuhai road crossing) and Xincheng Road (Haihong road crossing to Yuhai road crossing) are restricted from 22:00 a day to 7:00 a.m. the next day for trucks of more than 4.5 tons (including). Hailuo 1st Road and Chunguang road restrict the passage of large trucks of more than 4.5 tons (including) from 0:00 to 24:00 every day.

There are four restricted areas for fuel two wheeled motorcycles, three wheeled motorcycles and freight vehicles:

Restricted area I:

The whole section from Haihong intersection of Fenghuang road to xiayangtian and the area covered by the road network; The whole section of Yuhai road and the area covered by the road network;

The whole section of Xincheng Road and the area covered by the road network; The whole section of sanyawan road and the area covered by the road network;

The whole section of Guangming Road and the area covered by the road network; The whole section of Shengli Road and the area covered by the road network;

Jiangang intersection of Shengli road to Jiefang intersection of Jiangang road;

The whole section of Jiefang Road and the area covered by the road network; The road section from Jiefang intersection of Yuya road to gouling intersection of Yuya road and the area covered by the road network;

The whole section of gouling road and the area covered by the road network. All main and secondary roads, branches and alleys in the traffic closed area formed by the above road network are included in the traffic restriction range.

Restricted area 2:

Yingbin Road college intersection to Haiyue square road section and road network coverage area;

The road section from Yingbin intersection of Xueyuan Road to lizhigou Road intersection and the area covered by the road network;

The road section from the intersection of lizhigou road and Fenghuang road to the intersection of Xueyuan Road and the area covered by the road network;

The whole section of Hailuo 1st Road and the area covered by the road network. All main and secondary roads, branches and alleys in the traffic closed area formed by the above road network are included in the traffic restriction range.

Restricted area 3:

Yuxin Road, Fenghuang Road intersection to Yuxiu Road intersection and the area covered by the road network; The whole section of Yuxiu road and the area covered by the road network;

All roads in the square area in front of Sanya mobile station; The road section from the intersection of Hairun road and Fenghuang road to the viaduct and the area covered by the road network. All main and secondary roads, branches and alleys in the traffic closed area formed by the above road network are included in the traffic restriction range.

Restricted area 4:

All main and secondary roads, branches and alleys in Luhuitou area.

Type and time of restricted trucks:

Freight vehicles with a capacity of more than 4.5 tons (inclusive): from 6:30 to 22:00 every day, all types of freight vehicles with a capacity of more than 4.5 tons (inclusive) (except for emergency rescue vehicles such as power supply, water supply, sewage treatment, oil and gas supply and major engineering construction that have been issued with permits) are restricted from entering the restricted area.

Freight vehicles of less than 4.5 tons: from 7:00 to 9:00 and from 17:00 to 21:00 every day, small and medium-sized freight vehicles of less than 4.5 tons (excluding pickup trucks and new energy trucks of less than 4.5 tons) are restricted from entering the roads in the restricted area.

09. Zhengzhou: off-site law enforcement points for Yuxing overload control of new G107 and S312 lines

The following points were officially opened at 0:00 on August 1:

1. Yuxing off-site law enforcement point of new G107 line (new road, specific location: 800 meters north of new G107 line and x006 line, detection direction: from north to South)

2. Off site law enforcement point in the future of new G107 line (new road, specific location: 300 meters north of new G107 line and Xunjiang Road, detection direction: from south to North)

3. Yuxing off-site law enforcement point of S312 line (highway stake number: K138 of S312 line, specific location: 3.8km west of S312 line and new G107 line, detection direction: from east to West)

The above three off-site law enforcement points for dealing with over limit violations implement 24-hour all-weather weighing, testing and snapping, and led over limit detection prompt signs are set in the front and back to inform the relevant information of over limit violations and the place to eliminate violations by themselves.

10. Zhijiang City, Hubei Province: traffic control is implemented in Jiangjiu section of S253 Yuansong line

1、 Controlled section: Jiangjiu section of Yuansong line of Zhijiang provincial highway S253 (Jiangkou Jiuyanqiao k105+432-k118+632).

2、 Control time: from August 1 to September 20, 2022, lasting 50 days (adjusted according to the progress of logging operations).

3、 Control measures: the cutting of street trees is carried out in sections from Jiuyan bridge to Jiangkou. During the day (7:00-20:00), the roads in the cutting operation sections are completely closed, and vehicles and pedestrians are not allowed to pass. At night (20:00-7:00), the roads are open to traffic; Traffic control will not be implemented on non cutting sections. Residents along the line are requested to make reasonable travel arrangements. Please bypass x231 Jiangtong line and s256 Yaoma line for transit vehicles to and from Caobu Lake in Dangyang.

11. Hezhou, Guangxi: strengthen the special rectification action of truck overloading

In order to further strengthen traffic safety control and minimize the occurrence of traffic accidents, the third brigade of Hezhou traffic police carried out a 100 day campaign to strictly investigate truck overloading and highlight traffic violations in summer. 12. Yucheng, Henan: truck traffic is restricted in some urban sections

Since August 1, 2022, Yucheng County has decided to set up limited truck traffic on some roads in the urban area of the county, which is hereby notified as follows:

1. Restricted vehicles: heavy and medium-sized trucks, trailers, heavy and medium-sized special operation vehicles, dangerous goods carriers, low-speed trucks, tricycles, tractors.

2. Restricted areas: West of Huanghe Road, east of Kedi Avenue, north of Gongye Avenue and south of Longhai railway, excluding the above roads.

3. Time of restricted passage: 6:00 a.m. to 22:00 p.m.

13. Jiangmen, Guangdong: traffic control of ChaoLian bridge will be implemented for 150 days

Announcement on traffic control of ChaoLian bridge:

ChaoLian bridge on Provincial Highway S271 has been evaluated as a class IV Bridge after testing. At present, Jiangmen highway affairs center is carrying out maintenance and reinforcement of the bridge. It is now planned to carry out the main bridge reinforcement and deck maintenance works for ChaoLian bridge for a period of 150 days from July 25, 2022. To ensure construction safety, temporary traffic control will be implemented during the construction of ChaoLian bridge. The specific announcement is as follows:
